Submit any past week for a trusted submitter

If an employee marked as a trusted submitter never opened a week themselves, that week couldn't be submitted on their behalf — even when it was full of time entries. The "Submit on their behalf" banner on the approvals page only knew about weeks the employee had personally visited, so managers paging back to an older week found no way to submit it.

Now, when the week you're viewing has entries but was never opened by the employee, the approvals calendar shows a not yet submitted banner for that week with the same Submit on their behalf and Submit through date… actions as always. Submitting creates the timesheet and auto-approves it in one step, exactly like the existing flow.

We also fixed a timezone quirk where the Approved and not yet submitted banners from the next week could appear while viewing the week before it. Banners now stay with the week they belong to.
